Paul Sinclair
Chief Operating Officer
Paul Sinclair serves as Chief Operating Officer of Ingenix Consulting. Paul has more than 25 years of domestic and international experience in P&L/general management, operations and business development.
Before joining Ingenix Consulting, Paul was a senior vice president at Cerner Corporation. He was hired to transition and lead the Professional Services organization into becoming a profitable vertical line-of-business, which resulted in Cerner being recognized as a World Class services provider for the health care industry. While with Cerner Corporation, Paul helped execute delivery revenue and operational earnings that were 111% of Plan, resulting in 32% growth during 2006.
Prior to Cerner Corporation, Paul worked for SEER Technologies as a vice president of customer partnerships — Europe. He lived in Europe and helped organize and enable SEER’s launch into this market by creating regional consultancy and sales organizations. Paul also established a vision for product and service offerings, and developed a Customer Partnerships (Major Accounts) organization. Additionally, he increased customer satisfaction ratings 23 percent (as determined by an independent survey) by establishing a localized client-services group. This group was responsible for the direct coordination of all SEER activities and customer communications related to the resolution of critical client issues.
Paul also worked as a partner for United Management Technologies, a process and advanced methodology implementation company for the financial services sector. His work for United Management Technologies included enabling a major New York bank to re-engineer their student-loans processing division. This supported easier staff reassignment during peak and nonpeak periods. Paul was also responsible for initiating a near paperless workflow process, which allowed underwriting and processing of loan applications in 35 percent less time. Recommendations Paul provided include changes to the organization structure, staff retraining and job redefinition, and the introduction of imaging and workflow technology in the division. As a result of his work and recommendations, this division became profitable within four months of implementation.
Paul was employed as the second vice president of Chase Manhattan Bank, the sixth largest bank holding company (based on assets) with an overseas presence in over 55 countries. In addition, he served as a captain in the U.S. Army.

Paul holds a bachelor’s degree in engineering from University of South Florida, and master’s degree in operations research from Texas A&M University.
